if a police officer stops you, it is up to you to provide adequate indentification or they can take you down to the police stn until they prove who you are

in some countries (dunno about here) cyclists can get points on their driver's licence for not sticking to the rules of the highway code. If they do have a driver's licence that is. Same for pedestrians crossing at a red light. obviouskly they only use it in extreme cases (and they have to stop/catch the person first), but maybe something similar is done here as well...?UK only - we all know its illegal to drive while using a hand held mobile phone, but what about cycling?
They could get their ID quite easily, all they need to is pick it off the road after the cyclist is peeled off the road.

As a bike is a vehicle it is illegal. You'd have to give the police a description of the bike, the sex of the person riding it, describe the bike and the cyclist's clothes.
They'd probably give the person a fine.
