"Seven-in-One" shots were and still are commonly available in Ohio. They are not rabies vaccines. Finely, as for people "not being able to afford" getting the rabies vaccine. There are spay and neuter clinics several times a year in my area. Would you believe people STILL don't have their pets spayed or neutered? Being IRRESPONSIBLE has nothing at all to do with COST. It is simply a personal decision one makes. The reason for this is that Rabies is a public health issues not just a pet wellness issue. They don't want to rely on someone saying they gave the vaccine when they may not have. Since rabies vaccinations is mandatory and a public health concern it has to be administered by a veterinarian.
Normally there are low cost clinics offered that are about $5 per pet.
That's so that the public can afford to do it, AND you have legal proof that it was done.

There needs to be a vet record or rabies certificate from a vet to verify that an animal has had the vaccination in case of a bite situation. The vet certification is the only way to verify the shot was actually given.
