I don't think any state will allow you to have an otter in the pool out back, or lions or tigers in your backyard. It's cruel to the animals and hazerdous to the species' longevity. Some are illegal alltogether, others are allowed with permits.

I know in California they are very strict, however if you join a club for those exotic animals you can get away with it. Honestly, it's not like the city goes around house to house looking for exotic animals.
