Can you buy a virgin Mobile phone on ebay and re activate it?

I was thinking of buying the Heilo's Ocean Virgin Mobile phone off of ebay. If I do, and only get the phone, is it still possible to activate it myself as a Pay As You Go phone? Or do I need something besides the phone to activate it as my own? Also, would the phone still be connected to the other person's account? (I doubt that, but I'll ask anyways)Can you buy a virgin Mobile phone on ebay and re activate it?I think you can because you can do that with any phone as long as it has been used for two years or has been unlocked.
