As a former Californian, I do NOT know what the current rules in California are; but in my state (which is one of the three bordering California) any household with more than ten (10) animals in aggregate total is guilty of the FELONY crime of animal hoarding no matter how well kept the animals may be. It does not matter whether the animals are mice, fish, rats, cats, dogs, snakes, lizards, horses, or any other animal that is legal to be kept.



The *felony* crime of animal hoarding carries mandatory jail time, and community service hours, and a very high fine, and worst of all, never ever being able to have any contact whatsoever with any animals for the rest of that person's life! If a convicted animal hoarder so much as pets somebody else's dog they then have to spend more time in jail (This actually happened to a lady in my town). They are not even allowed to visit the zoo, any other type of animal exhibit, or go anywhere that animals MIGHT be present.
